That was one of the reasons my group liked 4e -- the character creator was subscription only but it was a program you could install on five different machines, which meant not everyone had to be subscribed... and you could let your subscription lapse and still use the old version. So, for $5, five people could have everything they needed to own personally for character creation.
...they've fixed that since, though. The new character creator is a dumbed-down web app.
