There's not enough to go on yet to say, really. The evidence that I've seen suggests it's not ETA. It's not ETA's style; traditionally, they've targeted mostly politicans, and given warning when they hit civilian targets. ETA is vehemently denying involvement, which is also atypical of a terrorist attack.
But whoever's responsible, the dead are just as dead. And al Qaeda and the ETA alike are reprhensible for plenty of other things, even if neither of them was involved in this one. :/
