Interesting that none of the castes were Samurai themselves. You'd think, from the name of the game and the role that they played, they'd have some role in the process.
I'm guessing that the author has misunderstood "nobles" and is calling the Samurai that. You could make it work, if you sufficiently Westernized it. But then that leaves out the "official" ruling class, the Emeperor and his kin. They certainly were NOT samurai, but were vitally important.
Ah, well -- as long as the game is enjoyable. It cannot be as complex as life.
