I suspect that "make more drawings" is more likely to improve your skill than "obsess over the same drawing endlessly", yes. But improvement also requires a certain amount of conscious intention and learning, which I think is true of pretty much any skill. A beginner can often improve just by doing, because some lessons are so obvious that you don't need a teacher, or don't need a teacher nearly as much as you Need to Do the Thing.
But at a certain point, it stops being obvious what you're doing wrong, and you have to learn new ideas that you will then have to practice.
