"Watchmen" is definitely superheroes. Hell, it was originally going to be a crazy revisionist version of the old Charleston super heros, which DC had acquired ("Blue Beetle" and assorted other obscure characters). It's a stand-alone story, true, but it's definitely a superhero story. It's full of little nods to all kinds of superhero conventions.
The open-ended nature is part of why most superhero comics are bad, but it's not part of the basis of the genre.
