When an incident happens that affects several people, we tend to build a "statistical universe" in our minds of those affected. This is not formal, of course, and could be changed by attending to the philosophy you reasonably describe.
But those severely affected are "unfortunate", and those light affected "unfortunate".
We're quite happy to group classes together to justify this -- such as when we tell someone who is merely still alive "As traffic accident victims go, you got off easy!" Considered this way, it's true, perhaps -- while not necessarily useful. ];-)
