I was just thinking about this particular turn of phrase, after posting this. I do feel lucky, in fact, to have been spared the floodwaters. But I think it's rather odd that people feel this way about brushes with disaster. We say things like, "That man is so lucky that he wasn't decapitated in that accident, and just had his windshield smashed in, shards of broken glass imbedded into his exposed skin, and the frame of his car bent. Phew! That was fortunate."
But, really, wouldn't "fortunate" be not getting into the accident in the first place? Yet no one ever says, after returning home from work, "Boy, I sure am lucky there were no earthquakes/fires/robberies at my job today! Whew!"
I suppose we need the reminder that bad things can happen, before we'll recollect that we're fortunate that they haven't.
