Right; I wouldn't worry about collision insurance if I had only liability insurance. But I can't rent a car without liability insurance, and neither Enterprise nor a regular insurer (AFAIK; I did not spend hours talking to different insurers to see if there was one who would) will let you pay for only liability insurance if you don't have a car.
