The problem is that it's not always clear what feedback one actually wants.I would always be happy for someone to accurately tell me "You fool! Why are you turning a simple problem into a difficult one. Just make this minor change with no adverse consequences and your problem will disappear." Admittedly, people who offer advice think that they have an easily implemented solution more often than they actually have one.
Still, I see there as being a big difference between not wanting ineffective advice and not wanting advice. My rule of thumb for trying to make that distinction is to discourage people from repeating advice, but encourage them to offer it. That way, I don't need to try to come up with a way to estimate the quality of advice I haven't heard yet.
