Yes, nothing actually *happens* in the game, you just refine your government/nation views over time. The only avenue for self-aggrandizement seems to be to get the endorsements of other nations if you happen to be in the UN, which Akiruerta isn't. (the Sultanate of Abu Dhabi is, though)
