It never has been. The main difference today is that dechemicalization may be needed on top of killing off biologicals — and the tap water here needs dechemicalization because of chlorination.
That is the main reason why I think alcohol should be basically unrestricted in any rational legal framework, regardless of its functionality as a minor tranquilizer (which normally is worth FDA class II). It's the only low-technology water preservation technique we have, culturally.
