And, as you point out, people are perfectly happy to be chatty and social when in an embodiment where that's encouraged or specifically flagged up as a thing to do. I have lots of good conversations with people I don't know at places like conventions or game nights or other such places. But to just decide someone is worth striking up a conversation with, without some kind of reason, goodness no. That's rude.
