Have you checked the outside of the house (particularly the south and east walls)?
If there's water pooling up against the house, that's something that should be addressed: basement caulk isn't a long-term remedy in that case. I'd try to get a decent grade away from the house, even it it takes lawn ornaments. [Umm...I think a 2" rise over the first yard will do the trick. Be sure not to block up any windows/vents into the basement; they're there for structural safety.]
