I would rather a half dozen people outlined in the above scenario take a dozen bullets to the head than a single suicide bomber get shot in the leg in a crowded subway station, trigger his explosives, and kill or wound hundreds of innocent people...
Its a very sane policy, suicide bombers are a scary, very difficult to control reality in our times...
