I've seen that kind of bullshit before, from several different companies. Usually it's from companies where you get some arguable benefit from leaving the billing on (like, they send you a magazine or something) so there's actually a chance you'd give up and just keep paying them.
The worst was from Microsoft, ages ago, when I wanted to cancel my Asheron's Call subscription. You couldn't. At all. Or at least, that was the conclusion I came to -- I probably could have called general MS customer service and opened a ticket, but they charge for that...
