Then there's the really suspicious answers like 'no, no one ever leaves.' Even in societies with a very high rate of people staying in them generation after generation, people *leave*. Sometimes they leave and come back even.
Obviously, they're Eloi. If you don't want to impact the environment, building your industrial base underground is the way to go. >:)
